XII NALAS GENERAL ASSEMBLY MEETING (Draft) REPORT

The Twelfth (XII) NALAS General Assembly Meeting was held in Vienna on 19 May 2017.  16 delegates of NALAS General Assembly were present at the meeting while 6 other delegates who were absent authorised proxi-voting. The General Assembly was opened by the NALAS President, Mr. Naim Ismajli, Mayor of Shtime Municipality and President of the Association of Kosovo Municipalities as well as Ms. Breda Pecan, the Vice President of the Congress of Local and Regional Authorities of the Council of Europe and Dr. Franz Schausberger, Special Advisor to Commissioner Hahn.

During the XII General Assembly the following decisions were made:

1. Mr. Mico Micic, Mayor of Bijeljina, Republic Srpska of Bosnia and Herzegovina was inaugurated the new role of NALAS President. Along with the new President, NALAS inaugurated the three Vice-Presidents: Mr. Darko Fras, Mayor of Sveta Trojica Municipality from Slovenia as First Vice President of NALAS, Mr. Koce Trajanovski, Mayor of Skopje and President of Association of Local Self Governments of Macedonia became the Second Vice President of NALAS, while Ms. Tatiana Badan, Mayor of Selemet Municipality and President of the Congress of Local Authorities from Moldova became the Third Vice President of NALAS. The above decisions are in line with the rotation presidency system which NALAS introduced in 2011, where the President serves for one year, accompanied by the First, Second and Third Vice-President, who later on become NALAS Presidents.
2. The General Assembly approved NALAS Position Paper “Western Balkans in the loop. Local Governments and their Associations as key stakeholders in the EU integration process” and the Declaration on “Regional Capacity Development Network in water and sanitation sector in South East Europe”.
3. The NALAS new Strategic Plan for the period 2018-2022 was unanimously adopted.
4. The 2016 Annual Activity and Financial Reports were approved including the GrantThornton Audit Report 2016.
5. With a consent, delegates approved the NALAS Work Plan and Budget for 2017.
6. A declaratory decision was made to terminate the full membership of the Romanian Federation of Local Authorities, as well as the associate membership of the Brcko District and The All Ukrainian Association of Village and Settlements Councils of Ukraine due to their failure to pay the membership fee as determined by the NALAS Statute.
7. An amendment to the GA meeting Procedures were adopted to allow online meetings by adding an article to the meeting procedures as follows: “The most common meeting format of GA is face-to-face meeting. However, the GA can also meet online through video conferencing or online meeting tools if needed.”
